You need to sharpen it.
I knew that I would need to sharpen and hone this tool prior to purchase. It was a low cost gamble.I know how to sharpen, thus I am now using the skive edges. You will need to overcome your fear and just bear down and build a good edge, then progress to stropping.Once sharpened, it works well.
