I is not included with this connector. Search amazon for: 30 Amp Plug Cover RV Power Cord Cover & Ring Waterproof Plug Cover Outdoor Electrical Plug Cover Plug Protector. They are currently $8.99

Q: Can this be wired up with 3 wire that has bare copper for the ground wire? It's 10 gauge 2 wire romex with bare 12 gauge ground as the 3rd wire.

Romex should not be used in extension cord applications, but yes you can do it. Single-strand 10-gauge copper will be difficult to bend to match the terminal entries on the plug, but again you can do it. (If you are making an extension cord, search for "soow 10/3" on Amazon.) Ground wires can be "bare" because they are quite literally connected to the ground outside your house - no issue with touching the ground wire. Finally be sure the outer romex sheath covers all three conductors all the way into the strain relief area and plug housing.
